Dude has a Devil Fruit on level with the Admirals and insanely powerful observation Haki vs Crocodile who has both a much weaker devil fruit and hasn't shown any Haki feats at all. The only reason the Straw Hats defeat Enel as early as they do is because Luffy Devil Fruit is a direct counter to his.

I'd actually argue Enel/Eneru is pretty up there. YES luffy no sells his attacks but he's literally the ONLY ONE, while everyone else gets one shotted by him. SUre maybe now that everyone has haki he might be easier to deal with but who knows. Crocodile's also really tough but a lot of what makes him effective is his intelligence. Man was so smart the only way to really stop his plan was to jsut punch him in the face directly.

even without armament haki enel has one of the best observation haki on the manga, he maybe don't see the future but he has the most range and combine haki whit his fruit to make more efective and ligthing is a really strong power I would say he can take most of the strawhat even today, even zoro and sanji can't do nothing against ligthing

He's also one of the few antagonists who wasn't actually defeated (others include Impel Down/Marineford, as well as Egghead antagonists), he left feeling that he had already gotten his flying ship so no need to stick around and get punched by a crackhead in a stalemate anyway.
Enel, being a logia, is not that tough, like, his durability is actually garbage cuz compared to other villains, he almost never gets hit, so yeah, bad durability, he has good speed and power but he'll get defeated easily
