No, this cannot be a "Luxurious area". Look at 12:16, no plan permission required for those ugly steel roofs? If you watch videos of Japanese villages, you can easily see rusted steel sheets. We do have steel roofs in W Europe for garden sheds. However, I have not seen anybody using steel sheets for building extension. Also, we need permission from local government to change outside appearance of our building.
