There would need to be a unanimous universal agreement for all, and I mean all, major emissions emitters to reduce carbon emissions by thirty percent in three years. Then a qualitative research study could be conducted to discern the results. After which, a new agreement could be made to reduce emissions forty percent over three years.

What if the reporter was told that build 7 had been on fire and was due to collapse, and somehow it was misheard or misconstrued and she thought she heard that it had collapsed so she said it collapsed. Even though it had not yet.
People do make mistakes. Now, don't get me wrong, I still do believe very much so that those buildings came down with assisted detonation of explosives, but in the case of this reporter, although it is very coincidental and fishy, you have to accept that there may have been a simple error.
