The scarecrow represents the Halateez, yes, the men in black from Hala Hala and Say My Name. There are some theories that the Scarecrow is a reminder to the populace of what will happen to them for breaking the rules, there are other theories that it represents the end of the Halateez movement and the resurrection/protection of the movement by ATEEZ. But it's really interesting.
