I think it’s ridiculous someone thinks the speed limit is what determines is safe. Sometimes, it’s safer to go below the speed limit.

The speed limit is the speed limit. However, trooper discretion comes into play. You could very easily get cited for going under the speed limit if conditions, in the trooper’s opinion, are unsafe for that speed. Depends on the trooper’s judgement. As a lifelong professional driver, sometimes my opinion is different than that of a trooper. But, he is the officer of the court.
