I don’t either, but his gameplay worked because since Josh thought Tiff was the minion and others like Antoine had their suspicions and Steve started to actually act like a minion, then the Josh would have to second-guess his gameplay, giving the others more ways to break down the situation. If there were two people acting like minion, the suspicion would go towards Tiff that she was insomniac and was trying to deflect since she saw her card was switched. Since Steve’s card was never moved, they’d know he was the true minion.

In a weird way, Steve not doing anything as minion actually helped the werewolves win because if he made it clearer to werewolves that he was minion, Nelson and Josh might not have thought Tiff was minion and thus Josh wouldn't have gone along with it, thinking he was minion because Tiff was and got their cards swapped. If he didn't think Tiff was originally minion, he should've outed Tiff as werewolf which would've had the town win
The funny thing is around the 12min mark Nikki called who the werewolves and minion were. Steve literally did nothing this whole time and still won. Amazing
