That's what an US Businessman said about Indian Govt Policy "YOU TAKE THE RESERVED. WE TAKE THE DESERVED". What else is required beyond being "Sarcastic".. Is Reservation given to bring up the "CASTE" or to Bring Up the "Financially Down" Citizens of the Country ??? Will ANYONE Clarify ??? Govt. says "NO CASTE / NO RELIGION" But they only use this as VOTE BANKING !!!
U.S also there are some form of quota system is there to allocate seats for historically unrepresented communities.

Creamy layer is essential when reservation is based on economic status. But our reservation is framed on the basis of social status and educational status. Our reservation is not a poverty eradication programme. The depressed should be uplifted to the social power. This is the ultimate aim. For example , even though one depressed becomes a rich, he will not be respected or recognised as equal to the higher community. in this situation.how will the creamy layer is the solutions. It will dissolve the ultimate aim of the present reservation system.

It's mandatory to give reservation according to their population representatives in govt, plus and private sectors or otherwise let them close the caste system and bring under economic categories for all. Using caste should be made as a non bailable offense. So 100 % reservation is must to all communities in India till the caste system is to be abolished.
