i had so many rooms in my ship and i wanted a five star rating for crowdedness but how my ship was made if i removed some rooms it would make the ship look a little weird so i didn't do it lol
I feel like the term of five stars doesn't facter in with quality, for example, u can have terrible 5 star hotels, but a good 2 star hotel. Same goes with ships, there based on how much Variety they have, such as a dining room, pools etc. So you can make the worst conditions ever but can still have a 5 star cruise ship.
As you could probably see in the video, i Actually deleted that ship design (i wasn't happy with it so it was on purpose), so sadly that version of my ship no longer exists

12 passengers, I did a 5 Star Heron build. Thats the limit before it starts getting crowded. For a Raven class it's 18 passengers.
