It could be but keep in mind it’s 22 questions per math module and 32 minutes each. That’s after an hour+ of English questions. Most people by then make mistakes and spend too long on some questions or get distracted, and that’s what makes the test harder. There are also much harder questions (still nothing past algebra 2).
More simple answer! Just take a as 40 and b as 100. So a is 40% of b (given) Now to calculate what % of a is b, simply do 'b/a * 100' = 100/40 * 100 = 2.5 * 100 = 250%

So that means if b is 50, a is 20 & if b is 100, a is 40, etc etc. So solving without doing this is also possible like she did. But since i gave the values of a and b, now it have become much easier for me to solve this. So now i want to find what % of a is b. So i know the values and thus i just have to substitute a and b in b/a * 100 = 100/40 * 100 = 2.5 * 100 = 250%. So this technique worked here coz we just had to find the % but wouldn't work if we have to find actual values of a or b. So keep that in mind

As a 12 year old, this is how I did it: Step 1: Exclude Options, b is clearly bigger than A, so option A is excluded. Step 2: Let's make A 40 and B 100. So 40 multiplied by ?% is 100. Step 3: 40 multiplied by 2.5 is 100. To make 2.5 a percentage, we multiply by 100. So, 2.5 x 100 is 250. Step 4: Circle option D, 250%

That's what I've always disliked about the SAT, the content isn't hard but the questions are worded so oddly. Just ask a math problem and move on.
