GOP lawmaker: "I never read the Guidehouse report" on Iowa's AEAs

  • During Iowa House floor debate on February 29, 2024, Republican State Representative Skyler Wheeler delivered closing remarks in support of the House GOP's revised version of a bill to reform Iowa's Area Education Agencies. The bill would impose more modest changes than Governor Kim Reynolds' initial proposal. Wheeler chairs the Iowa House Education Committee and has been the lead GOP legislator in the chamber working on this bill.
    This clip shows the first part of Wheeler's remarks. He noted that he never mentioned NAEP (the National Assessment of Educational Progress) during the House debate. The governor has cited NAEP scores to support her claim that the AEAs are "failing" Iowa kids who need special education.
    Wheeler added, "I never read the Guidehouse report. Never looked at it one time. I never read the 2011 report [...] never looked at it." Governor Reynolds commissioned the Guidehouse report and has used it (as well as a 2011 analysis) to justify her efforts to overhaul the AEAs.
    Guidehouse compiled its report with no input from Iowa stakeholders. The analysis is flawed in several respects:

    Wheeler emphasized that the House bill wasn't inspired by the Guidehouse report or NAEP scores. He asserted that those accusations have "flown around" to support Democratic "talking points on a bill that has long been dead. And I'll remind the body, it was myself that killed it." (Wheeler chaired the House subcommittee that chose not to advance the governor's AEA bill in late January.)
    Wheeler continued, "This bill is not based on any report, or on NAEP scores. This bill is organic. We killed the other bill, and we started from scratch. The very next day, the speaker had the AEAs in and superintendents from all over the state to meet with him."
    After this speech, the Iowa House approved the AEA bill by 53 votes to 41. Every Democrat present voted no, as did nine Republicans: Eddie Andrews, Mark Cisneros, Zach Dieken, Martin Graber, Thomas Jeneary, Gary Mohr, Matthew Rinker, Ray Sorensen, and Charley Thomson.
