I think I just realized something. Kenjaku's plan, his real plan, isn't the merger, or any of that, though it may be a part of his real plan. He's doing this, all of this for sukuna. Bringing back the Heian period, creating the perfect vessel for sukuna, (a little too perfect) the whole culling games he did were so that he could create powerful sorcerers to fight sukuna, for sukuna. And even when he himself is hunting down the sourcerers in the culling games, he is just taking out the weak. And if the merger was real, what better thing for sukuna, to fight. And as long as sukuna lives, the age of sorcery will never end.
So basically kenjaku wanted a battle royale just cause this era has either weak or really strong characters, but who knows maybe we would get a full explanation or backstory for Kenjaku
