When did bale grazing originate? You said it originated in the High Plains, but it has been done in Georgia for at least 75 years. It was simply referred to as feeding hay. Granted, it seemed to have more benefits than you mention.
i have found you get less compaction if you don't use hay rings. Bit more waste a lot less compaction
Hay rings are not effective- roll it out. Greg Judy has it mastered.
