Khalifa Alshalal the lower your graphic settings & render scale = the higher the fps. Try lowering that. It may just be that ur PC cant give you more than 70 since laptops aren't that good to run OW idk though
laptops has 60hz you can’t get more than 70fps because your screen refreshes at that rate. if you want higher fps you should go for getting a computer.

go to settings > Video > Limit fps > Change to custom and put 300

Lower your res... if your fps isn't limited to 60fps (screen refresh rate) you can probably get over 100
