But what is the difference in this between noodles being cooked in hot water and soak in cold water.?? Which is better for oats noodles ?

I like that you used pakchoi as well!!! You can even have it with rice. We usually, have it with rice not giving proper tadka but with a lil fry with oil, garlic & chilli. One can even make it soupy, with adding water consistently! :)
