Lovely bag. I just received the same bag in olive and use it on the front of my Kona Sutra. Sits perfectly between the bars but I did use a Restrap Bumper Bar to keep it off the head tube. Really nice quality design, build and materials.
I have been tempted by the restrap bar. Right now I drop it in a basket on a Japanese front rack but it would be much lighter to use the restrap.

Might be a bit of a stretch for a 13inch and you would not get the lid down with a fold over.
