If that's the case, then the community should contribute towards it's own safety, and not wait for the worst to happen in view of payments for damages to the most affected citizens. Prevention is better than cure, this flooding as been attributed to dam busting, or exceeding it's capacity to withhold the amount of distribution without appropriate channels of running through canals to its destination. Water system overflow, could be an aggregate means of generating opportunity for local entrepreneurs in the water bottling sector.

A dam of this magnitude requires at least: Monthly or quarterly inspections of the spillway, reservoir, and outlet channel conditions, regular dredging and desilting to maintain storage capacity, spillway maintenance to ensure safe overflow.
The governor is right, that the advice forwarded to the people are not properly initiated by community leaders in addressing the climate change, but parallel to this incident was a bust dam exceeding it's capacity causing a drastic flooding. Canal channeling the waterways to farms, factories, and other amenities should be sufficient in preventing a major disaster as this. Thank God that there's no casualty as a result of the flooding.
We pray for the health and safety of the Maiduguri residents. The governor has been confronted with one humanitarian challenge after the other. Thank God he's a focused and empathetic leader.
