I really wish Blender would ditch the linking concept and adopted USD for scene assembly. It's just a better, more battle proven framework. Linking and library overrides are just not working as one would expect and creates all kind of issues in Blender.

No, its purely on the side of the Blender Foundation. They have to actually port all that stuff into Blender and this isn't something that can be done easily (and they probably decided against it). No real access to the USD-scene graph - no ability to edit USD live.
Essentially blender doesn't support USD it simply allows you to import from / to tools which support it. To have a proper USD workflow you need to support the USD Stage.
