It recommended that you get On the Brink Expansion first. Then, get In The Lab expansion second. You can just get In the Lab first and play it without the other expansion, but there will be a few variants setups that you cannot play without On the Brink Expansion. So, to answer your question, yes you can play them together. In fact most people do that.
After playing In The Lab expansion with a new groups of people that didn't know how to play pandemic at all. I found that it is much better to introduce new players just regular Pandemic with or without the On The Brink Expansion. It seems that it just too much to tell new players what we are supposed to do and those rules plus In The Lab rules. Regular Pandemic is just so different than In the Lab. A lot of times, I found players getting confused and forgetting what to do and when they can do it. It's just so hard to remember. Hack, sometimes I forget because all these little things up and I forget what I could had done a few turns later. lol So now, I just show new players regular Pandemic, and it so much easier for them to gain that knowledge and the overall concept/goal of the game first. After that happens, I show them In The Lab expansion and they get it! They really get it! lol

Great review. Picked up all three at once and was looking for a briefing before diving into the expansions.
I want both of these expansions though I can't decide which to get first.
I just ordered on the brink right now... from what I've read for a few days now.. it's the way to go.
