Goodley's Whistle ability requires you to use all three points of movement, and any characters moved by the ability must move toward Goodly by the shortest possible route.
I don't think that moving through a manhole involves 2 moves. Plus I don't think you can finish your moves on a manhole.

Yeah exactly. The investigator was doing that one person at a time. That's not the optimum way of playing :-P
Maybe giving Megan a lapel mike? Just an idea.
