The result was Android 21 getting Buu's cells (or whatever the heck he's made of) and turning into the monster she's become. It's not downright said, but it's basically implied that he _started_ work on Android 21 using the same (or a similar) method that he used to create Cell, but he was killed by 17 before he could finish the job. Then the computer kept it going with no new input for years and years, until 21 matured and activated, taking the leading role from then onwards. Basically, because Gero was no longer around, there was nobody to pull the stops on the computer and determine some limits to the whole experiment, hence 21' flawed nature. Even Android 21 herself (when interacting with her Good side) says she's not sure why Dr. Gero built her for in the first place, suggesting how little she interacted with or how little she was programmed by him. (remember, all of his Androids have the same input objective to kill Son Goku, but 21 doesn't have it) Now, some say that 21 was built on the image of Gero's late wife or something, but that's speculation territory. It could be, it could not be, there's no confirmation for either.
