Someone must be benefiting out of such laws these laws are not sitting innocently there. In our towns some govt or societies built shops are given to poor vendors for a very less rent by local bodies via auction, but mostly those auctions were match fixed by local neta politicians. such shops are being used either for votes control, money control, or real estate control of those towns.
Same case here.. my tenant is giving me 33000 per month ( I mean used to give because since 4 years he did not pay any rent due to which we have filed eviction suit) and the same area shop adjacent to mine is 150000 per month.
What is also unjust is how the government is changing to the law to benefit itself rather than it's citizens. A few years back the government has re-promulgated the "Enemy property act" to vest up prime properties that were owned by people who emigrated to Pakistan during the partition. Now they're sending notices to the existing tenants who are Indian citizens by birth treating them as illegal squatters and asking them to sign leave and license agreements when earlier these same tenants held certain ownership rights over the property through the pagdi system, where their ancestors, though legally considered tenants may have paid up to 70% of the market rate of the property to the landlord hence is considered part owner of the premises.
This law is hard on Landlord, I have been putting efforts to get our case in hand where the tenant has not paid 2700 per month for the last 15 years, we messed up the case, and now started everything one thing at a time with a fresh case under Section 14(1)a, phew.
That's why colonial laws are not solution to modern India and breeds lawless system and anarchy resolution. Let's take an example in UP Bihar, lands belongs to those who has muscle power...... If the tenant is not evicting according to contract then apply force to break his/her will or anything......
So what is the current administration doing to solve this? What about various landowner associations? Shouldn't they be lobbying and filing complaints for overturning of these laws

Facing same issues my tenant is now richest in my city and still paying only rs 2000 per anum, and we don’t have enough money to sue him

Owner of land can't evict and can't increase rent such law should be rewrite rent price should be increased to the present market rates
Pay the local SHO and bring your guys and throw them out. Otherwise prepare for vexatious and prolonged litigation
