Technically, the exact number that is used to judge affiliate is not displayed to the streamer dashboard because there are caveats to the metrics (not counting raids for example). That can result in you hitting all the displayed numbers and the checkmarks, but not hitting the ACTUAL bar that we use internally, and thus getting a deny.
This is something that has been acknowledged as needing improvement, but it takes some time to get that data piped to the streamer at scale, and we don't have infinite dev time anymore.
