u can craft them in all cities, only the bonus is 1 specific city, i think they changed it to brecilien

they recently nerferd the assassin jacket so this is not viable anymore for oneshotting on chests and nodes

Isn't that cast speed buff apply after E. So it's like the cape has no effect on E cast time?
