People ride bicycles in the winter (just put it to middle gear before it freezes) and they put clothes on their dogs, I did both when I lived there (less on the dog, though) . Now in Southern California, bicycling year around is the same, people don't dress their dogs, some put sunglasses on them, though.
They have street cars/tram/light rail in Tampere now, impressive!
