the 3 tier system makes beer more expensive. Instead of a retailer buying beer directly from the brewery it has to go to a distributor. A brewery could be right next to a store but it has to waste gas driving the beer all the way to a distributor. Breweries, Distributors and Retailers all have to make money. It adds up every time the beer changes hands. If the middleman gets cut out, then would it be cheaper for beer drinkers?
How about we get rid of the LCC, and all the current distribution regulations and distribute beer and liquor like any other product. That would facilitate business, and would not have to impede the enforcement of legitimate rules like sales to minors, etc.
how about just letting the beer go straight from the brewery to the retailers. The beer would be fresher since it gets to the stores faster. The beer would be cheaper since the middleman is cut out.
We have the 3-teir system in Mississippi also, plus a 5% ABW cap on beer.

GREAT explanation of regulation over-kill
I'm sorry, but how is forcing a business owner to pay for a service they don't need more efficient?
