- watchdog of human rights for protection and promotion of human rights

CONSTITUTION:-
- Chairman HC CJI
- 1 member JUDGE OF HC
- 1 member who has been DC judge
- 2 person on practical experience
- secretary who shall be CEO of state commission
FUNCTION AND POWERS:-
- investigate grievances
- interfere in Judicial proceedings
- visit jail or any
- review the safeguards
- Civil court power an grant interim relief
- compensation or damages
