I was informed by my case manager that it's not guaranteed that the uscis honors the previous priority date. this contradicts what you clearly stated that priority date holds your place in line. please advice.
Priority dates hold your place in line to receive an embassy interview date once you have gone through USCIS and the NVC. Are you referring to a previous priority date that you received on a separate petition and you are now attempting to recapture on a new petition? This is a great question to follow up with your assigned Case Manager for more details.
As it is not a dual-intent visa, there is a risk for a denial. But, the U.S. government does have discretion to grant. If pursued, it should just be understood that this is an issue, and could result in a denial; and there is really no way to adjudge the likelihood that this would result in a denial. If you have already applied with WWHSS and accepted a job offer, you are welcome to contact your assigned Case Manager for additional details.

The immigration timeline is longer for Nurse Aides and PCT applicants - up to 24 months or longer from job offer acceptance to arrival in the U.S.
