A road that comes to an intersection without a streetlight, and there is an apparent continuation of that road, why would not she continue driving straight? Whoever created this circle with the supposedly pedestrian roads going through it was not thinking straight... oh, he was, but he should not. Bad road design. And that chevron arrow is ugly. Also, a historic fountain? By Californian standards I suppose it is what, fifty years old?

Try concrete barriers
Nitrous wears off too quickly for it to leave an effect more than a few minutes after use, so it won't show up in such a test.
