When I go into safe mode it won't even let me click on anything, the mouse icon is just continuously the blue spinning wheel as if it's loading but it never stops so I can't even uninstall any software. Any solution?

I have a dell laptop. It was cleaned and Converted to MBR. And im trying to install windows 10/8.8.1 using both usb and DVD. And after all the steps when the laptop need to restart , pop up with a blue screen with severel errors such as 0cx00002a. some times another error. I'm so frustrated please help me :( i tried everything on youtube and it dosent work :(

For anyone wondering, I ended up doing a full reset. It meant losing all my settings etc, but I did not lose anything on my Hard drives except the one that the OS was installed on. All in all, fairly painless but still frustrating Since then, I’ve turned on restore points and created a restore point in case it happens again

Use the media creation tool and boot your computer from it to load the troubleshooting options available.
What’s the media creation tool
In windows 10
Hold shift snd click restart. Just hold it until it pulls advanced options
