Fancy dress show by the Chief Minister of Punjab initiated and backed by the ignorant bureaucracy of the province makes not only sorry spectacle but is in total disregard of rules and laws and conventions about wearing official police or paramilitary uniforms. The untrained, uninformed and inexperienced lady not only dons the uniform but also takes salute from the troops in a fashion of super commander, which she is not.
The Inspector General and other senior authorities of the police force take part in the drama with straight faces. The official uniforms can only be worn by the ones who have been commissioned to wear them. No other person however important can officially wear the uniform. Actions and arrangements done by such person are ultra vires and illegal, and senior officials of the force can be made accountable for showing ignorance and sycophancy.
The President of the country is, by constitutional authority, the Supreme Commander of the armed forces, but he cannot wear Forces’ uniform. The only exception is the Sovereign ruler, like a King or a Queen of a country who can put on official uniforms for by dint of their position, the law confers such right on them. That is why the king, the Queen and the crown prince are exempt for such restrictions.
