Sir, what if there's a 0 in the numerator and a constant in the denominator or vice-versa?
If 0 in numerator and constant in denominator, then answer is Zero...
And if constant in numerator and 0 in denominator, then answer is Infinity...

In my opinion there is no barrier in the application of rules. examiner expects us to use the right procedure and an accurate answer . So there should not be any restriction as such on use of any rules and formulas

Never use this rule in jee
Can be used at normal school level but there are exceptions to this
This method was used by toppers in jee but the examiner knew this trick and gave a exception in question
Most the students toppers made it wrong

example number 3 you can also factorise 3x^2-2x-1/3x^2-4x+1 to get (3x+1)(x-1)/(3x-1)(x-1) then (x-1) get cancelled out then you replace x with 1 on the remaining terms and you still gonna get the answer as 2. Thanks.
Yes, this method will work for every problem in this practice sums list...
However to avoid factorisation & save on time, we are using L-hospital rule here...
