Well I think the confusion comes from the movies because there is a shot in it where you see that Elizabeth doesn't have a shadow while standing next to Makoto and that isn't like a mistake or anything they focused on it on purpose to imply that she isn't physically there and can't be seen so yeah I think that is why people say that other people can't see Elizabeth
