Bans are basically automated simply based on the volume of reports They've done ban waves but for individual bans it just means enough people reported you. As in you're free to hack.. a lot.. just don't do it blatantly.
my very first cheater experience was in OW1 when I was just getting into comp and there were 2 of them on the enemy team. Tracer and Lucío, the weirdest most obvious choices when they hard lock on your head while speeding in circles around you 😭 in BRONZE too

I mean, he saw her standing in the window when he peeked. When you don't hear a widow shoot you don't peek it again unless you're sure they're looking elsewhere. As soon as the widow shot then it was the greenlight to move again. Its not uncommon for people to do that but I guess its still possible.
I'm not Jay3 but, Play more and actually focus on trying to improve your aim. Most people just play the game casually and expect their aim to get better or to top500 level by itself, that only happens for an EXTREMELY rare subset of people with exceptional hand eye coordination. Hop in the VAXTA workshop map and shoot bots on hard for like 10 minutes before you start playing on a few heroes you intend to play. After a few days of doing it you'll see solid improvement, keep it up and you'll keep improving, although with diminishing returns. You'll improve quickly for the first bit, then very slowly from there on out once you hit your skill ceiling.
I once encountered a literal bot in silver by that I mean this soldier moves like a bot their aim is obviously bot but couldn't prove it because how bad of a player they were
Funny how the game closed due to this cheater but never to everyone i've met who's rage hacking in ow2... so freaking weird. And yes, the person who cheats like that does gets reported midgame, but the game never shuts down... And if i'm not 100% sure someone is cheating, then i'll watch the replay and report afterwards.
