Congress approved an increase in flights to DC last year. Many were against this and I imagine the tower was probably one of them. Dc is not that big and it's a very controlled airspace. The helicopter flew right into the ILS (instrumented landing system) flight path of a very busy airport. Based on preliminary data on the news, the American Airlines aircraft was about 15 seconds out from touchdown. I put this on ATC (air traffic control) for allowing the helicopter to get this close and allowing them to just 'eyeball' the situation as they moved their way through the airspace. ATC should have ordered the helicopter out of the way by a safe margin until the airline completed its landing.
