I'm almost certain that it's charted like that to make an otherwise relatively simple chart more complex to play. Most charts aren't completely accurate, having multiple changes to make appropriate to the game's difficulties

I've noticed it on a few Rock Band songs on expert, they add notes and things for the sole fact of making it more difficult for the player (especially on slower songs or songs that aren't drum-heavy)
I think if anything, they follow as close as they can to the official stems. Might be hard to hear when everything else is mixed together while playing. Songs that have “DIY” stems are more likely to have mistakes.
Was it hard to get the sync timing correct and it's weird having the red pad sort of central in your set up. Good job thou dude. Far too easy for you but my favourite rock band drum songs on expert are Highway To Hell (ac/dc) and More Than A Feeling (Boston).
a little bit late to answer your question but in case you are still wondering, yes, they turned every bass on each song a lot, so players feels they are actually playing something and notice the missing volume when failing. also, music in game ain't compressed (i'm speaking loudness wise, not bitrate compression) so most songs feels weird because the lead guitar no longer overshadows the entire band plus the drums feels punchier than ever instead of flat and loud and lets you apreciate more easily lttle details that usually on retail mix its hard to notice.
I did buy it separately, but I don't recommend it. the far right cymbal uses the left cymbal's input and I split the hi-hat into the left cymbal for a while before abandoning that idea. The way I used this kit was really clunky and I don't recommend anyone try to replicate it.
On rockband 3, they had double bass versions of certain songs which I love playing. But if I'm remembering correctly, they got rid of the double bass on rockband 4?? I could be wrong. But RB3 definitely has it.

Darin Mikesell - There was a patch several months ago for RB4 that enabled support for a second kick pedal. I use a MIDI translator to enable me to open my hi hat and switch from yellow to blue notes, but after the patch closing the hats plays the kick and often causes me to overhit. I'm nowhere near a level that would be able to FC stuff like this, but it does make it hard at times to tell if my timing is off or if it's just the extra notes.

Most of the stuff actually played is missing from this chart, so whoever charted it probably felt the need to add the hihat randomly just so it's used
