pero eso funciona para sólo un tramo se la via ? no para todo el recorrido ,si se interrumpe otto tramo de la via no va a funcionar
this is only for a section of the road, if it is interrupted elsewhere on the road it will not work.

Yes, you can use 4G sim.
If i don't use sim 800l so what will be change in circuit diagram and source code??
Remove the gsm part and D4 pin connection from the circuit.

What if we use arduino uno ?
You can not use Arduino UNO for this project. Because this project requires 8 analog pins for the sensor but Arduino Uno has 6 analog pins.

Where are you from?
5v? sim800l? You damaged the module.
No problem for the 5V. It working properly at 5v. if you are afraid you can use a diode for 0.7v voltage drop.
how to change the number of sms
Put your number to the String variable. (String number = "+880XXXXXXXXXX"; Here +880 is the country code)
