If you're playing Sky, you can farm Reviver Seeds by trading in Escape Orbs farmed at the Marowak Dojo and trading them in at the Recycle Shop, but its always smart to conserve Reviver Seeds regardless if at all possible no matter which game you're playing, hence why I use this strategy. Dialga rarely if ever gets a single attack in after he gets within melee range, and I've never needed more than two Seeds before the barrage of Brick Breaks takes him down.
I am playing Explorers Of The Sky as a Charmander with a partner Chikorita. The moment the Marowak dojo was available after arresting Drowzee, I spent, days and weeks in the dragon training dungeon fighting bagon to get myself to LV 40+. The progress I made throughout the game was a breeze because my countless days training in the Dojo paid off. THIS is the reason behind my madness. From my experience, Dialga is a vicious boss IF unprepared. I stocked up on reviver seeds on the opportunity i had as well as other helpful seeds like sleep, stun or violent.
If you get Pikachu, it's so free. Spam agility, thunder wave, my mudkip has mud slap so dialga was permanently stunned, we were quadruple speed, and when he could attack, he couldn't even hit cos he had such low accuracy XD.
How to cheese literally any boss in the game as Pikachu: AGILITY ANY STATUS SEED AGILITY VIOLENT SEED AGILITY SPAM THUNDERBOLTS and then use any status seed whenever the previous one wears off.
Dialga used metal claw Me: aaaah! call an ambulance me:(starts attacking) but not for me Dialga used roar of time! It killed foxashock! Me:wait, thats illegal
The tip is to accumulate a hoard before this chapter (from dungeons, Kecleon), I do not know how they survived with this many as eevee though lol (maybe it was just my experience but eevee was a glutton for reviver seeds since it always needed them)

If I play the game no cheats intended I usually get to around lv 50-60 easy by Dark rai But its because I don't overly commit to grinding :)
I frekin use a violent seed and used the stun seed against him and one shot him using focus punch as a riolu
