I dunno that it has a name, but that's the standard footwear in Naruto. Almost every character wears those. There's a few different variations, some going up the shin instead of stopping at the ankle, some no heel, some have heels, etc. The outfit Hinata is wearing is the standard uniform for all ninjas who have...basically graduated ninja college. Is the easiest way to put it.
