I am not a pro but I am kinda thinking myself as Katarina master and there are not so much plays that can impress me but this guy is trully a god on mid. Sorry about my English.

There's a mistake in runes used, he's using armour seals and not health per level seals. He has 32 armour at lvl 1 - 19 from lvl 1 stats and 13 from runes.
Because he knew he was going against another AP mid probably. SoloQ intends it was a ranked game, meaning draft, meaning you see what they pick... Or he could just prefer health. /shrug.
Jake Meadors also, gragas's passive works better with the more health you have (regain 2% hp after you use an ability) so going hp seals vs an ap mid is very good on gragas :)
