UGC PhD regulations of 2022 . You can download the pdf from the UGC portal . All information provided in this video from the regulations and of course some additional information is based on my experience of being a PhD mentor .

Answer to this can only be given by ur universities PhD department head. ideally your university will appoint a new guide to you

If you have 5 years of experience with PhD and 3 published papers + you are working as a full time regular faculty of university then you can start guiding PhD scholars . However these are the minimum eligibility criterion given by UGC you will also have to check ur university eligibility norms for superior. This will be given in your university PhD regulations.
