Thats because drop randomness of Speed Cards-they made it that way because of microtransactions. Difficulty setting doesnt matter here it just probably gives more retarded difficulty spikes on some races/events to make the player buy this shit to progress further since most of people dont play on hard.

If you notice, that after this convo, the silver Acura NSX rolls away indicating that the collector must be in that car. Rewind back to the first race.. and you'll see that the character driving a silver Acura NSX ((most probably the same one) was none other than BULL (Toru Sato, Blacklist #2 in NFSMW) [Maybe that same character]? Coincidence? I think not!
