For the whole conversation about anathema's chains on Rell, I wouldn't really focus on using it for the decreased tenacity on a single person. I would use the chains more so for the one enemy champ that's popping off that's like 14/0. 10% less damage from someone that's building a lot of damage is quite a lot of damage resistance the longer the game goes. I mean it's cool that the lowered tenacity is there, but I wouldn't say that's the main reason to buy them

I thought Lumi was dismissing anathemas a little too readily at first as well, but then I thought about it more and I agree with her. I think it would be useless on Rell. What does it matter if you as Rell don’t immediately die to Katarina combo, or whoever else? You still won’t solo kill her unless she messes up, in which case, (like Lumi always says) you didn’t beat her because of anathemas. You beat her because she messed up.
Rell is tanky enough to get her combo off and not immediately die to Kata or whoever without the increased damage reduction from anathemas, so her money would be better spent on items to help keep her teammates alive or increasing her own survivability against the entire team by building more resistances.
