Ah, Koei really did step up on the storytelling this time. This is one example of an emotionally strong cutscene, especially regarding Liu Shan's overwhelmingly tough decision-making late in Shu's lifeline which have regarded Liu Shan as a seemingly coward person in history.
He was actually a better leader than Liu Bei. He realized that in order to achieve a true land of virtue, peace, and benelovence, he must be the first one to lay down his sword. He realized that he's draining his people in the name of a propaganda his father couldn't achieve. Unlike Jiang Wei, he understood the true concept of benevolence (The people of my land) while Jiang Wei misunderstood it (The wishes of my masters.) In the end, he choose to surrender because he knew to achieve peace and true benevolence was to understand his limitations and save his people from an illusion they could not achieve. Rest in piece, an emperor worthy of his title.
Actually surrendering is a smart moves of Liu Shan, Shu already drained their resources because of 'Jiang Wei Northern Expedition' which happened eleven god damn times and gains nothing against the wealthy and stronger Wei. Among the three, Shu is the poorest post 234, but still Jiang Wei keep draining their resources for his expedition, Jiang Wei is the one of key factor that's lead Shu to it's downfall. Liu Shan moves these days still debated by the historians, some of them see his moves as a wise and smart moves, preventing civilian victims and unnecessary death.
Thats understandable but all this could have been prevented if Wu didnt betray at Fan castle. Also Liu Bei's mistakes led to the build up of this situation.
