Mistsplitter is better, i think. Much higher base atk, and the elemental dmg bonus% applies to kazuha's entire kit. LoFI only boost NA and elemental skill. Kazuha's c6 already gives dmg for his NA based on his EM, so you might have a diminishing return due to the oversaturated dmg bonus on NA.

Vv can make swirls stronger by 60% so it would be better

Well, being solo he doesn't consistently have elements to swirl. He's often just doing regular anemo damage with no swirl. ANd its also not as big as it seems. It is not multiplying the swirl after EM by 1.6. It adds that to the boost that EM already gives. He gets 2x from his 139 EM on this set, so another 60% makes it 2.6x, not the 3.2x you'd get from multiplying.
