Someone please guide me. I am from a non btech/bca/mca background ( general bsc in pcm ). I want to learn devOps and get hired. Is it even possible without a cs degree ? If yes , how ? Should I consider mca to gain a technical degree and therefore be eligible for the interviews ? I request everyone of you to please guide me on this. I desperately want to improve my life situation and am willing to put in the required efforts but I have no guidance.

It's all about aptitude, intelligence and psychological strength. The fact that you did what you did has less to do with a rigid regimen of educational bootstrapping and everything to do with the fact that you are highly intelligent, psychologically stable and strong. Engineers are born, not trained. The minds of engineers are substantively different, and dare I say better than the typical person's brain. TLDR; your brain function and the underlying physical topology of your brain is simply superior to the vast majority of your peers. Not everyone can, or should do DevOps, because not everyone is engineer minded as you or I clearly are. This is a complex subject, I wrote my doctoral thesis on this subject and in doing so, I angered 50% of the IT industry who are hoping to get into higher end portions of the industry. Some people simply cannot perform at the level, intensity or duration as us. It's biology, it's all based upon the structure of our brains, blood flow is a contributing factor as well.
I am also from non IT background, pure instrumentation engineering. Working as a proposal engineer. 8 years exp. I am thinking to do DevOps course. Can you advise?

it is more difficult for fresher.I attend more interviews as a fresher. but they ask very depely comparing to experience people. they are not respond to the calls ..in some intervews they ask you are a fresher

I switched from electronics domain to IT . You can also do it, be clear with basics of DevOps tool that you learn because that's what going to help you to learn complex things. All the best
