I'd certainly tell the owner of the car that was hit and provide him with a copy of the video as proof to the police and to his insurance company that someone backed into him. (Police reports always carry extra weight in court.) And if the image is clear enough to get a license plate number, he can provide it to the police.

Another time my truck got hit by another truck. My truck had 8 cameras on it that ran 24/7 with a solar panel on the roof to keep it charged. The other truck had broken the mirror. I called the owner that afternoon and his insurance paid out. Another time my car got hit while parked outside my place. I lived in units at the time and the stupid neighbour had crashed into it (while talking on his phone), reversed back, got out and continued his phone call at high volume late at night and went into the unit he was renting. The bang noise (hitting my tow bar) was pretty loud so I looked out the window when it happened and saw it. Another time my truck was parked outside and a guy delivering phone books got out of the ute but forgot the park brake. The ute was rolling forwards towards the back of the truck (big steel bar on the back of the truck). It made impact. He reversed back and delivered the phone book. I went down to grab the cctv drive out of the truck as I wasn't sure what had happened. I just heard the big bang as his aluminium bull bar had hit the steel bar on the back of the truck. The steel bar won :D After playing back the footage on one of the reversing cameras I saw the whole thing, him getting back into his car and desperately hitting the pedal up and down with his left foot. What he didn't realise is that he was hitting the clutch pedal and not the brake pedal. After all that I will also flip the coin. If you tell the neighbour and you don't get along with the neighbour then things can go wrong. Some neighbours don't like the idea of anything being recorded. I used to live next to an alcoholic who had 5 day straight drinking binges (24 hours a day for 5 days straight). Because his drinking buddies were always so plastered and would come to my door and bang on it thinking it was his, ripped my doorbell off the wall, broke the intercom, etc I set up a hidden camera for my front door so I could see who was there. One night at 10 pm aprox his drinking buddies came around to steal his tv. They banged on his door for at least 10 minutes going, "Mark ! You home buddy ?" and kept knocking loudly. This woke me up so I went and turned on the tv, watched them breaking into his unit and running off with his tv. Terrible thieves however as (a) drunk , (b) No getaway car - They just walked down the street at 10:10 pm carrying a tv (not suspicious). Anyway the neighbour was ticked off that I called the cops on them (arrested about 6 minutes later) and with his new drinking buddy (while both drunk) pointed out where the hidden camera is and began to insult me with every childish insult possible. . So yes report possibly or don't report depending on what your neighbour is like. Ps These days I have good neighbours . Everyone minds their own business yet is friendly enough to each other.
