There is a lot of voice acting and lengthy cutscenes in Japanese with no subtitles. Seeing a fan translation in terms of text is possible, but for the whole game, I do not think so.
It's rather unlikely that the PCE-CD version will ever be translated. Mega Drive and all the Game Gear ports - sure (they're all done now!), but PCE-CD is not very popular with hackers unfortunately. It's probably more likely that the PC-98 version would get this treatment.

If you have a computer you can play it. I use rom station to play it personally but I’m sure there are other emulators

I don't really know. I know that the Game Gear version of Madou Monogatari I got fan-translated, but aside from the SNES Madou game that's it.

the pce-cd specifically is a no but the genesis version has been translated and i believe the game gear has?
