She really could have gotten charged for criminal tresspassing(not used often), obstruction of justice when she kept interrupting the officer who was interviewing the first woman, resisting arrest, fleeing from law enforcement, and not identifying self to law enforcement (which you have to do if an officer asked for your name or ID, you have to identify yourself).

They couldn't restrain her legally because she was more yelling less violent leading to her release and therefore asked to not return. Ik this was a while ago but uh yeah!!
She was only making the situation worse, with the officer only asking questions about what was happening. She interrupted any attempt of conversation between her friend and the officer. That is not a friend, that is someone who will get you into trouble for something so small.

The last cop wasn't wrong. Most cops usually let tresspassing go, but she was technically tresspassing after the restaurant wanted them to leave. She didn't leave when the officer told her to multiple times. Officers can detain anyone for any reason. Detainment doesn't mean arrest. She really could have gotten charged for criminal tresspassing(not used often), obstruction of justice when she kept interrupting the officer who was interviewing the first woman, resisting arrest, fleeing from law enforcement, and not identifying self to law enforcement (which you have to do if an officer asked for your name or ID, you have to identify yourself).
