I just realized...you never went over the priority. Like Ground is Defense/HP/Attack, Mounted is the mirror of that (Attack/HP/Defense) and Ranged is Attack/Defense/HP. What is Siege? A copy of Mounted?

Siege priority is Attack - HP - Defense

For gear, you would want full 6 pieces achaemenidae gear.
As for generals, there are quite a few F2P options available ranging from proper wall generals, to PvP generals that could be used on the wall, to even debuff generals. So you are not too restricted there.
However, if you want F2P wall general options, the main ones would be: Queen Boudica; George Dewey; Kusunoki Masashige; Jadwiga; James Bowie. 👌
