This version of Sky High is from Daytona USA (Daytona USA 2001) on the Dreamcast. The songs on this arcade game come from Daytona USA 2 and the Dreamcast game. Also when they updated the game it is now called Daytona Championship USA instead of Daytona Championship USA 3
The artist is Japanese. I wanna fry-y-y sky high!!!!! Let's go-o-o-o to gay bar!!!!!!!!!!!! Original studio recording in 1993 for the arcade then released in 1994 for the Sega Saturn. It's catchy as hell. The original Daytona USA is the only racing game I know in which the entire soundtrack including the vocals was done by one man, this guy, and it is actually damn good.
The Genesis Mini was made by AT Games, not Sega. Although, they can do it today. Since they regained the Daytona license, they can port Daytona USA 2, but that will be one in a million.
